When you park in hilly urban and suburban areas, it is a good idea to turn the wheels so the vehicle will not roll into the street if the brakes fail.

According to California Driver Handbook vehicles headed downhill should turn their wheels into the curb and vehicles headed uphill away from the curb.

For some municipalities this is a legal requirement and in San Francisco one can be fined for not doing this on any slope greater than about 3% grade.
